Resourcing ensures the effective utilisation and development of on and offshore resource. Its responsibilities range from workforce planning and headcount management to demand and supply management for client engagements.
Effective Resourcing contributes significantly to KPMG delivering its business performance but also plays a key role in helping individuals at KPMG fulfil their career ambitions.

The role

The RA will work closely with the Resourcing Manager and Performance Leaders within the Public Sector Audit departments to understand the resourcing needs of the business. This will involve combining the management of the annual resource planning cycle of our recurring work with the proactive management of ad hoc resourcing requests for non-audit projects. In order to do this, they need to develop a good understanding of the client base of their respective departments, the pipeline of opportunities and the skills set of the client facing staff in order to make the right resourcing decisions in conjunction with the Resourcing Manager.
This role covers teams in our Public Sector Audit team across the UK.

Responsibilities
Take responsibility for driving the year-round planning process. This includes working closely with managers and senior managers within their respective departments to understand the resourcing requirements for their individual clients.
Proactively monitor resourcing levels against client level budgets, challenging where resource requests exceed budgeted allocation.
Chair manager meetings as a group and on a one to one basis to ensure client needs on each client are covered.
Understand client booking requirements in terms of complexity and the nature of the jobs, timing, skills requirement and link those with the client service staff skills set and preferences. Understand where there is flexibility in individual bookings.
Manage the process around shortfalls – understand where the clashes are and how they can be resolved; challenge the requirements – staffing, timing etc. Proactively look for solutions by moving bookings around but still achieving appropriate level of support for our audit clients. Work as a team with other Resource Management Advisors and the Resourcing Manager to manage the shortfall position across National Markets Audit as a whole.
Take responsibility for managing the Retain bookings to ensure that it accurately reflects our current resourcing positions and that is it is up to date for minimum of 6 months in advance.
Understand the drivers behind utilisation and utilisation management. This includes appropriate charging of time worked on the client; booking of training commitments; sickness/absenteeism etc. Flag issues of either under-utilisation of resources or where individuals are working consistently over the expected hours.
Actively participate in regular Resourcing meetings with the People Leaders and with the local Resourcing teams.
Understand Headcount planning and the need for any additional staff. Proactively communicate with the Resourcing Managers on any issues and concerns arising from the level of headcount we have and the level of ongoing commitments. This will include gaining an understanding of blue-sky work expected and the level of staff required to deliver this work.
Manage holiday requests in conjunction with the agreed policy, approving holiday where appropriate.
Monitor sickness/absence level highlighting issues as appropriate.
Training - advising on training bookings, dealing with cancellations and issues as they arise; develop and promote an understanding of the training path requirements for all grades. Chase attendance on mandatory training courses.

Role Overview

The Contingent Hire Recruiter will be responsible for the identification and sourcing of contingent resources – to include associates, alumni and trusted contractors – in order to meet demand from across our multi-disciplinary firm.
The role will further be responsible for the ongoing management of talent pools, building relationships with our trusted associates. It is expected that these talent pools will grow materially over time, and the use of agencies will decrease.

Deliverables and Accountability:

Recruitment Planning and Delivery:
- Responsible for the identification of contingent resources to meet demand from our client facing capability groups.
- Responsible for the fulfillment of open requirements in a timely manner, working with third party suppliers to on-board resources.
- Responsible for the management of contractor talent pools in priority business areas, maintaining relationships with a diverse group of skilled professionals.
- Maximise direct sourcing through utilising existing talent pools to reduce ‘cost of hire’
- Utilise in-house technology to maintain thorough records of approved contingent labour pools to ensure skills are easily accessible.
- Working closely with People Leaders, Resourcing and KBS to understand current and predicted demand. Agree a delivery plan against open vacancies including understanding prioritisation.

The Role

This role will support the operational management, planning, and delivery of audit learning programmes.

The role will be predominantly management of the programme and stakeholder relationships working with other teams such as Learning Operations, Audit Resourcing and Design to deliver quality technical programmes within agreed deadlines.
All existing and new elements will need to be regularly assessed to ensure they are meeting business requirements and the operational planning demonstrates business impact and continuous improvement to Audit Quality

Collaboration with Audit RMAs, Learning Operations (KLS) and PQA to coordinate, plan and communicate annual course scheduling for all mandatory audit training.
Work closely with the Technical Content Managers and Senior Manager to ensure the successful delivery of the core programmes to schedule.

Purpose of Role
To act as the primary point of contact for assigned internal client group(s), managing and delivering an outstanding HR business service to clients supporting the annual calendar or events and the relevant business strategy. Also acts as a key facilitator and enabler of the matrixed organisation and a driver of change.

Major Functions / Accountabilities
Account Management:
• Build and maintain strong working relationships with internal clients, specifically with the Performance Group Leader (PGL), People Partner, Service Line Partners, Head of Performance & Operations (HoPO) and, via the HoPO, the Performance Leaders.
• Develop a deep understanding of the client group, e.g., what they do, the commercial levers, their strategic priorities, pipelines of potential work etc.) to deliver the best service possible.
• Provide support, trusted advice and challenge to clients.
• Partner with colleagues from the wider Performance Group Operations teams (Finance, Resourcing etc.) to drive activities for the business.
Delivery of people strategy / performance group people plan and annual People Calendar:
• Working with the relevant PGL/Leader, People Partner and HoPO, provide input to form or inform the strategic people plan based on knowledge, needs and analysis of the client group.
• Work with leaders within your performance group to roll out that plan and monitor its progress.
• Operate autonomously within the parameters of the agreed people plan to deliver the requirements of the function, with oversight from HR Lead.
• Analyse management information to identify themes and trends, suggest HR interventions to address accordingly.
• Be a champion of KPMG’s culture, values, behaviours and IDSE (Inclusion, Diversity and Social Equality) agenda in all activities building understanding and confidence within the client group.
• Act as a role model and influencer for change initiatives, proactively driving the internal client forward using a range of change management techniques to achieve their desired initiatives.
• Manage the consistent delivery of the people calendar (includes GPS, performance management, salary and bonus, promotions and talent review cycles) in accordance with the KPMG guidelines and the client group’s people plan.
• Work with People Function CoEs and People Operations colleagues to ensure HR policy is implemented consistently and effectively.
Recruitment:
• Work closely with People Partner, HoPO and the Recruitment and Resourcing teams to ensure that they understand the future requirements of the client group at all levels, including Graduate/Student recruitment.
• Advise on the structure of packages to be offered to new hires.
• Challenge around IDSE in hiring of external talent.

HR advice:
• Provide trusted strategic and operational advice to Leadership and HoPOs on HR matters.
• Working with the HR Advisory Team, support their resolution of highly complex and/or high risk people issues and flag high risk issues to HR Lead as appropriate.
• Provide coaching support to others (e.g. Performance Leaders and other business leaders) in effective people management.
• Provide HR support in firm-wide restructuring / acquisitions / ER initiatives (where applicable).
• Proactive collaboration with other HRBPs to facilitate and enable the matrixed organisation:
• Liaise with other HRBPs within your specific client HRBP team to ensure a shared understanding of the strategic priorities and to enable synergies across the relevant client group.
• Liaise with the other HRBPs in the People function to drive consistency across the business and to share best practice.
• Liaise with other People Function teams, e.g., Recruitment and Learning, to provide a seamless service to the client group on strategic projects and calendar processes.
Team Management:
• Manage, mentor, co-ordinate and motivate the HRBP team, ensuring delivery of first class support (through annual objective setting, regular performance reviews, work allocation, coaching, etc.).
• Lead the delivery of HR projects / change initiatives to support KPMG’s people strategy and the function people plan.
