The Team
KPMG’s Infrastructure Team in the UK consists of c400 professionals and is widely recognised as one of the world’s leading independent financial and business advisers in infrastructure.
We provide in-depth advice on the strategic, financial, regulatory and commercial issues driving investments in infrastructure across a range of industries in the UK and internationally. Our work includes market and policy design, economic analysis, deal structuring and execution, as well as strategic and transaction advice. We are widely recognised by many industry stakeholders as one of the most innovative advisors influencing the future of the sector.
Our P&U business is currently divided into 7 practices: Finance, Projects, Strategy, Regulation, Low Carbon, Transactions, and Benchmarking, and is continuously expanding with double digit growth over the last 10 years. As such we are looking for high quality candidates to support our growth and development of existing and new service lines, while building on the work already undertaken in the team.
The Role
You would join the leading provider of regulatory, financial, and economic consultancy services in the P&U sector. As a Director of Regulatory Finance, you would play a pivotal role in maintaining this market-leading position and driving further growth. This includes expanding the firm’s presence across core regulated sectors by deepening client relationships, enhancing delivery of existing services, developing new high-impact propositions, and pursuing opportunities in adjacent or new markets.
You would lead a high-performing team of around 30 specialists, delivering expert financial advice across regulated sectors, with a particular focus on energy and water. Working at the intersection of policy, regulation, and finance, you would support public and private sector clients navigating some of the most complex and high-profile challenges in the market.
Example projects include financing strategy optimisation, advanced risk analysis supported by data analytics, regulatory cost of capital assessments, financeability analysis, CMA appeals, investment appraisals, financial modelling, the design of innovative regulatory financial mechanisms and transactions.
This senior leadership role offers the opportunity to shape strategic direction, influence key decisions in regulated sectors, lead business development, and mentor the next generation of industry leaders. It is ideally suited to a strategic, commercially minded leader with strong technical expertise and a proven track record of shaping teams and markets.
Roles & Responsibilities
• Lead the Regulatory Finance team by providing strategic direction, overseeing performance, and coaching to ensure high-quality delivery and professional development.
• Contribute to the management of the Infrastructure Power & Utilities business as a member of the senior leadership group.
• Collaborate effectively with internal teams, client project teams, and external professional advisors.
• Build and maintain enduring client relationships, becoming the trusted adviser on regulatory finance matters and market opportunities.
• Lead day-to-day delivery of client engagements across both public and private sector mandates.
• Oversee the production and review of high-quality outputs, including expert reports, options appraisals, financial models, asset pricing analyses, risk modelling, financeability assessments, and client presentations.
• Maintain a strong technical understanding of key sectors, particularly energy and water, along with developments in regulatory and corporate finance, policy, regulation, and commercial structures.
• Ensure adherence to the firm’s quality and risk management standards across all projects.
• Manage performance and support the growth of team members through coaching and mentoring.
• Act as a role model by embodying the firm’s values and fostering a positive team culture.
• Develop sector-specific market intelligence to inform strategy and client advice.
• Undertake any other duties appropriate to the seniority of the role.
The Person
Skills, Qualifications & Experience
• Extensive experience in regulatory finance, with corporate finance expertise preferred, ideally applied within the water and energy sectors.
• Experience in regulatory finance, corporate finance, and financial analysis within the UK low carbon technologies sector preferred, whether in-house or as a consultant, demonstrating a clear understanding of the risk and return profiles of these investments.
• A solid general understanding of energy policy and economic regulation.
• Deep theoretical knowledge combined with a strong track record of applying financial economics and core corporate finance principles in complex advisory or commercial environments.
• Proven experience in delivering advanced financial analysis as well as overseeing its delivery, employing core corporate finance techniques and methodologies.
• In-depth understanding of how evolving market conditions impact returns and companies’ financial positions, reflecting a senior-level perspective.
• Experience gained in professional services, including leading teams, winning business, and successfully delivering complex advisory engagements.
• Comfortable managing teams and engaging stakeholders across economics, finance, legal, and engineering disciplines.
• Deep understanding of key value drivers in utilities, encompassing policy, regulation, financing, investments, and market dynamics.
• Confident and experienced in senior client- and market-facing roles, able to establish and maintain strong relationships.
• Exhibit decisive leadership and strategic agility, capable of navigating and leading teams through complex, novel challenges in dynamic regulatory and financial environments to deliver innovative solutions and drive business growth.
• Exceptional ability to oversee the production of technically rigorous reports and expert evidence for senior stakeholders. Skilled at guiding juniors to clearly and persuasively structure complex arguments, integrate quantitative and qualitative evidence, and ensure content withstands rigorous regulatory, legal, or dispute scrutiny.
